বৈজ্ঞানিক গবেষনার মাধ্যমে উচ্চ ফলনশীলতা ও গুনগত মান বৃদ্ধি, চা শিল্পের উন্নয়ন ও উৎকর্ষে বিজ্ঞান ভিত্তিক পরামর্শ ও সহায়তা দান এবং গবেণালব্ধ প্রযুক্তি চা শিল্পে বিস্তার করাই এ প্রতিষ্ঠানটির মূল লক্ষ্য। বর্তমানে এ ইনষ্টিটিউট ১২ টি জাতীয় কৃষি গবেষণা প্রতিষ্ঠানের অন্যতম প্রতিষ্ঠান হিসেবেও পরিগনিত। এ ইনষ্টিটিউট এ যাবৎ উচ্চ ফলনশীল ও আকর্ষনীয় গুনগতমান সম্পন্ন ২১ টি ক্লোন ও ৫টি বীজজাত উদ্ভাবন করেছে। ইনষ্টিটিউটের পরিচালক কারিগরি ও প্রশাসনিক প্রধান। বর্তমানে ৮ টি গবেষণা বিভাগের মাধ্যমে এ প্রতিষ্ঠানটি গবেষণা কার্যক্রম চালিয়ে যাচ্ছে। উদ্ভাবিত প্রযুক্তি ও বৈজ্ঞানিক জ্ঞান চা শিল্পে বিস্তার ও বাস্তবায়নে চা শিল্পের অগ্রগতি ও উন্নয়নে প্রবহমান অবদান রাখতে সক্ষম হয়েছে।
